차가운 빌딩 숲 사이로 끝없이 밀려 드는 인파와 교통 소음. 2018년, 클라이언트와 함께 처음 방문한 가산동의 첫 인상은 표정을 잃어버린 듯 창백했습니다. 가산 지역은 1960년대 국가산업단지로 조성되어 한국의 경제 성장을 뒷받침한 ‘구로 공단’의 일부였으며, 2000년대 이후 첨단 산업 중심의 ‘가산디지털단지’로 변모하면서 현대화 되었습니다. 하지만 이 지역의 주인이던 ‘일하는 사람들의’의 삶은 오랫동안 중요하게 다뤄지지 않았습니다.
Amid cold towers and the endless flow of people and traffic, our first visit to Gasan in 2018 left an impression of a place drained of expression. Once part of the “Guro Industrial Complex,” the area was established in the 1960s as a national industrial zone that supported Korea’s economic growth. In the 2000s, it was transformed into today’s high-tech “Gasan Digital Complex.” Yet the lives of the people who gave the district its purpose—the working community—had long been overlooked.

그렇다면 가산 지역에는 무엇이 필요할까요? 그리고 지식산업센터는 어떤 곳이 되어야 할까요? 이런 근본적인 질문부터 다시 생각하며 우리가 가산에 어떤 변화를 만들어 낼 수 있을지 상상해 보았습니다.
답답한 도시에 자유롭고 편안하게 머물 수 있는 빈 여백 같은 공간이 있다면 얼마나 좋을까? 창백한 도시의 일상에 푸른 생기를 불어넣어 줄 수는 없을까? 굳이 멀리 가지 않아도 특별하게 시간을 보낼 수 있다면 어떨까? 이러한 상상은 그동안 가산 지역에서 쉽게 만날 수 없기에 더욱 특별한 것이었습니다. 그렇게 우리는 지식산업센터를 단순히 일하는 공간이 아닌, 함께 살아가고 즐기는 ‘온전한 일과 삶의 터전’으로 바라보았습니다. 그리고 ‘모두를 위한 그린 캠퍼스 Green Campus for All’라는 콘셉트로 가산동에 부족했던 녹지와 문화콘텐츠를 더하여 지역이 함께 상생하는 로컬 커뮤니티 플랫폼을 만드는 것을 목표로 삼았습니다.
What does Gasan need? And what should a knowledge industry center become?
Starting from these fundamental questions, we began to imagine how we might spark change in the district.
What if there were open, inviting spaces in the city where people could pause and feel at ease? Could we breathe fresh life into Gasan’s pale urban routine? What if people didn’t have to travel far to spend time in a way that feels special? These ideas felt all the more meaningful because they were rarely found in the area. We came to see the knowledge industry center not simply as a place for work, but as a complete setting for both life and work—a place to share, enjoy, and belong. Guided by the concept of a “Green Campus for All,” our goal was to create a local community platform for Gasan, adding the greenery and cultural content the district had long lacked.
Strategy
01 OPEN SPACE
여유를 만들어주는 비움
퍼블릭가산은 가산디지털단지역에서 약 700m 떨어져 있습니다. 부지는 두 개의 네모난 땅이 어긋나듯 길게 이어진 독특한 다각형으로, 커다란 블록 가운데를 관통하듯 길게 자리 잡고 있습니다. 대로에 접한 부분이 많지 않고 숨어있는 듯한 느낌을 줍니다. 일반적인 상업적 관점에서는 대로에 면한 공간을 더 높은 가치로 평가하기에, 다소 불리한 조건의 부지로 보일 수 있습니다. 이에 JAD는 상대적으로 가치가 떨어지는 부지 안쪽을 오히려 특화하여 부지 전체의 가치와 경험을 높이는 전략을 퍼블릭가산에 적용했습니다.
그 첫 단추는 부지 안쪽을 최대한 비우는 것이었습니다. 사람들이 들어와 머물 수 있는 틈과 여유를 만들고, 다른 공간과 차별화되는 매력을 공간에 더할 수 있었던 것은 바로 이 ‘비움’에서 시작되었습니다. 건물은 부지 주변으로 길게 배치하여 빈 여백의 공간을 확보하고, 복잡한 도시 풍경을 적절히 가려 안과 밖이 대조적인 분위기를 만들었습니다. 그리고 그 안에 풍성한 녹지와 매력적인 상업 환경을 조성하여 사람들을 부지 깊숙한 곳까지 끌어들입니다.

지난 6년간 퍼블릭가산 프로젝트의 처음부터 끝까지 책임진 JAD 양동욱 디렉터의 말처럼, ‘비움’은 퍼블릭가산 프로젝트의 핵심이자, 여러 공간 전략을 하나로 맞물리게 하는 중심축이었습니다.
Creating Serenity through Emptiness
Publik Gasan lies about 700 meters from Gasan Digital Complex Station. The site is an elongated, irregular polygon formed by two offset rectangles, stretching through the center of a large urban block. With only a small portion facing the main road, it feels tucked away—less prominent from a purely commercial perspective, where street frontage is usually valued more highly.
JAD approached this condition as an opportunity rather than a limitation. Their strategy was to enhance the overall experience and value of the site by transforming its less visible interior into a defining feature. The first step was to maximize open space within the site. By carving out open space, they created pockets of pause and generosity, giving the development a character distinct from its surroundings. The buildings were placed along the site’s edges, securing an inner courtyard that filters out the city’s visual noise and contrasts with the exterior streetscape. Within this protected core, lush greenery and a vibrant retail environment invite people deeper into the site.

As Yang Dong-uk, the JAD director who oversaw the Publik Gasan project from start to finish over the past six years, noted, “emptiness” was both the project’s core principle and the axis that brought its various spatial strategies together.
물 흐르듯 이어지는 내외부 연결
열린 공간으로 사람들이 자연스럽게 유입되고 머물 수 있도록 원활한 동선 계획을 수립하는 것이 다음 과제였습니다. 부지의 동서남북을 관통하는 공공 보행로를 만들고, 주 출입구 주변에 개방된 녹지를 조성하여 외부 사람들을 환대하고 자연스럽게 유입시키는 기점이 되도록 하였습니다. 많은 이들의 눈에 띌 수 있는 보행로의 교차점에 빌리지형 상업시설과 문화시설을 배치하였고, 수직수평의 순환 동선을 매끄럽게 설계하여 지하 선큰과 2층 구석구석에 쉽게 접근할 수 있도록 하였습니다. 그 결과 부지 전체가 하나의 마을처럼 자연스럽게 연결되어 사람들이 편안하게 오가며 머물 수 있는 공간이 되었습니다.
Seamless Flow Between Inside and Out
The next task was to establish clear circulation so people could move naturally into and linger within the open spaces. Public walkways were introduced across the site from east to west and north to south, while landscaped areas near the main entrance were designed to welcome visitors and draw them in. At the intersection of these visible pedestrian routes, village-style retail and cultural facilities were placed to anchor activity. Vertical and horizontal circulation was carefully planned, allowing easy access to the sunken courtyard below and to every corner of the second floor. As a result, the entire site functions like an interconnected village, where people can move comfortably and choose to stay.

02 USED GREENARY
공간의 가치를 높이는 녹지
퍼블릭가산은 지식산업센터의 전형적으로 차가운 인상을 온화하고 생기 있는 이미지로 전환하는 열쇠를 공원에서 찾았습니다. 잘 가꿔진 풍부한 녹지는 그 자체로 뚜렷한 개성이자 매력이며, 주변 환경까지 좋아 보이게 만드는 힘이 있습니다. 좋은 공간에 머물고 싶어하는 이들을 끌어들여 공간의 상업적 가치를 높이고 지역에 활기를 더하는 긍정적인 변화를 만들어 냅니다.
이러한 녹지의 경제적 기능은 ‘녹지가 자본이다’라고 선언하는 퍼블릭가산 분양 광고의 인상적인 카피에서도 드러났습니다. 가장 상업적인 관점에서도 녹지가 가진 가능성과 효과를 간파한 것이었습니다. 시간이 지남에 따라 성장하며 공간의 가치를 더욱 빛나게 돕는 것도 녹지의 매력적인 부분입니다.
Greenery That Elevates Space
Publik Gasan found the key to softening the typically austere image of a knowledge industry center in the idea of a park. Well-tended, abundant greenery is not only a clear asset in itself but also has the power to enhance its surroundings. It attracts people who want to spend time in pleasant surroundings, increasing the commercial value of the space and bringing fresh vitality to the community.
The economic role of greenery was clearly expressed in Publik Gasan’s memorable sales slogan: “Green is Capital.” Even from a purely commercial perspective, the potential and impact of green space were fully recognized. And as time passes, the way greenery grows and continues to enhance the value of a place remains one of its most compelling qualities.
이는 한국의 개발 관행에서 일반적으로 법정 녹지 비율을 충족하는 것과는 완전히 차별화된 새로운 전략입니다.
다채로운 녹지로 구성된 그린캠퍼스
퍼블릭가산은 위에서 내려다보면 하나의 넓은 공원처럼 보일 정도로, 전체 면적의 40%를 녹지 공간으로 채웠습니다. 한국의 일반적인 개발 관행에서는 파격적일 수 있는 이러한 결정이 가능했던 것은, 공공성과 경제적 가치를 모두 갖는 녹지의 가능성을 이해하고 프로젝트 전략 단계에서부터 핵심요소로 중요하게 다룬 덕분이었습니다.
건물 형태를 계단식으로 설계한 것도 부지 안쪽 깊숙이 햇빛을 들어 녹지가 잘 자라는 환경을 조성하기 위함이었습니다. 더불어 부지 안쪽을 향하는 실내 공간에도 풍부한 채광과 공원을 조망하는 뷰를 제공하며, 층이나 향에 상관없이 공간의 가치를 고르게 상승시킬 수 있었습니다. 계단식으로 만들어진 테라스에도 조경을 설치하여 고층부에 머무는 이들을 위한 휴식 공간으로도 활용하고 있습니다.
또한, 공간마다 개성 있는 분위기를 만들기 위해 녹지의 구성 자체도 다채롭게 조성하였습니다. 대로변 넓게 자리한 공개공지에는 푸른 나무가 작은 숲을 이루며, 야외 가구를 설치하여 누구나 편안하게 머물 수 있게 하였습니다. 남쪽 파크(Park)에서는 지하 선큰까지 키 큰 나무들이 자라고, 북쪽 빌리지(Village)에는 골목길을 따라 작은 정원이 곳곳에 배치되어 있습니다.
A Green Campus Composed of Diverse Landscape
From above, Publik Gasan reads as a vast park, with 40 percent of its total area devoted to greenery. Such a bold decision—unusual in typical Korean development practices—was possible because the team understood the dual potential of landscape, holding both public and economic value, and treated it as a core element from the earliest strategic stages of the project.
The buildings were designed in a stepped form to draw sunlight deep into the site, creating an environment where planting could thrive. Interior spaces facing the heart of the site were also planned to enjoy abundant daylight and views of the park, ensuring that value was distributed evenly across floors and orientations. Terraces created by the stepped massing were planted as well, serving as restful outdoor areas for people on the upper levels.
To give each space its own character, the composition of the greenery itself was varied. Along the main road, a broad public plaza is shaded by trees forming a small urban forest, with outdoor furniture inviting anyone to pause and relax. In the southern Park, tall trees grow down to the sunken courtyard below, while in the northern Village, small gardens are placed along narrow lanes, enriching the atmosphere throughout the site.

03 UNIQUE EXPERIENCE
새로운 영감과 교류의 문화적 구심점
가산 지역은 평일과 주말의 유동 인구 차이가 매우 큽니다. 통근 인파는 몰리지만, 그 외에는 일부러 찾아와 시간을 보낼 이유가 부족한 지역이기 때문입니다. 퍼블릭가산의 초기 기획 단계부터 외부에서도 찾아올 만한 매력 요소를 만드는 것은 중요했습니다. 이는 새로운 공간을 만드는 것뿐만 아니라 지역을 함께 활성화하는 목표를 가지고 있었기 때문입니다. 그래서 사람들이 보편적으로 즐기는 공원과 다양한 소비자를 만족시킬 상업시설, 문화 프로그램을 주요 시설로 포함하였습니다.
그중에서도 문화 콘텐츠를 제공하는 홀(Hall)과 라이브러리(Library)는 가산 지역에 풍부한 영감과 자극을 주고 사람들의 교류를 촉진하는 공간으로 기획되었습니다. 커뮤니티 행사부터 전시, 공연 등 다목적으로 활용할 수 있는 홀(Hall)과 금천구에 기부채납되는 라이브러리(Library)는 퍼블릭가산이 지향하는 공공적 가치를 대표하는 공간으로, 방문하는 모든 이들이 편안하게 접근할 수 있도록 전체 부지의 중심부에 배치하였습니다.
A Cultural Hub for Inspiration and Exchange
Gasan sees a sharp contrast between weekday and weekend foot traffic. While commuters fill the streets during the week, few people have a reason to visit in their free time. From the earliest planning stages of Publik Gasan, it was essential to create attractions that would draw people from outside the area. The goal was not only to build new spaces but also to help activate the district as a whole. For this reason, the program includes universally appealing parks, commercial venues designed to satisfy a broad range of visitors, and cultural amenities.
Among them, the Hall and Library were conceived as spaces to spark inspiration and encourage interaction within Gasan. The Hall, designed for community events, exhibitions, and performances, and the Library—donated to Geumcheon District—embody the public values that Publik Gasan seeks to uphold. Both were placed at the heart of the site so that every visitor could enjoy easy, welcoming access.

특별함을 만드는 경험의 시퀀스
아무리 다양한 시설을 풍부하게 모아놓아도, 기능과 효율만 고려하여 기계적으로 구성한 공간은 지루하게 느껴질 수 있습니다. 퍼블릭가산은 사용자가 공간을 이용하는 상황과 느끼는 감각, 감정들을 상상하여 공간과 동선을 적절히 배치함으로써 다채로운 경험의 시퀀스를 만들고자 하였습니다.
시끄러운 도로변을 걷다가 갑자기 등장한 푸른 녹지에서는 분위기의 반전을 경험할 수 있으며, 휴먼 스케일의 작은 건물로 이루어진 북쪽 저층부 빌리지(Village)에서는 골목마다 새롭게 펼쳐질 풍경에 대한 호기심과 기대를 품게 됩니다. 언제든 찾아가서 쉬어갈 수 있는 벤치가 있다는 것에서 작은 소속감과 아늑함을 느낄 수도 있을 것입니다.
이런 작은 특별함이 각자의 상황에 따라 다양하게 조합되면서 퍼블릭가산의 공간 경험을 매번 새롭고 특별하게 만들어줍니다.
Sequence of Experience that Creates a Sense of Specialness
No matter how many facilities are provided, a space assembled mechanically with only function and efficiency can feel monotonous. Publik Gasan sought to design a sequence of experiences by imagining how people would use the site—the situations they might encounter, and the sensations and emotions they might feel—and arranging spaces and circulation accordingly.
Walking along a busy road and suddenly encountering a pocket of greenery offers a moment of contrast. In the low-rise Village on the north side, composed of small, human-scaled buildings, each alley invites curiosity and anticipation for the next unfolding scene. A bench can also give a quiet sense of belonging and comfort.
These small moments of delight, combined in different ways according to each visitor’s circumstances, make the spatial experience of Publik Gasan continually fresh and distinctive.

04 PRACTICAL DESIGN
사용자를 배려하는 따뜻한 디자인
퍼블릭가산은 차가운 빌딩 사이에서 따뜻하고 부드러운 인상을 드러냅니다. 이는 일반적인 오피스 빌딩에서 잘 사용하지 않는 외장재를 선택한 데에서 비롯됩니다. 보행자의 시선이 닿는 저층부에는 벽돌 건물 같은 분위기를 만들어주는 테라코타 소재를 적용하였고, 같은 소재도 건물마다 조금씩 다른 색을 적용하였습니다. 이런 작은 변화가 부지 안에서 길을 찾는데 도움을 주고, 도시 경관이 지루하지 않도록 만들어줍니다. 자연의 빛을 닮아 눈의 피로를 줄이는 따뜻한 색 온도의 외부 경관 조명이 건축의 조형미를 돋보이게 하며, 전체 분위기를 부드럽게 만들어 오랫동안 편안하게 머물 수 있도록 합니다.
사용자의 행동 패턴을 세심하게 고려한 디자인도 중요했습니다. 기숙사 하우스(House)의 세대 내부 공간은 원룸 형식이지만 호텔처럼 정돈된 느낌을 주도록 레이아웃과 빌트인 가구를 구성했습니다. 현관 밖 복도 벽면에 작은 창고를 마련해 세탁물 배송 등 변화된 라이프스타일도 고려했습니다. 사무공간 오피스(Office)에서는 주차장에서 바로 연결되는 지하에 카페와 공용 회의실 등 지원시설을 배치하여 동선과 운영 효율을 최적화했습니다. 전체적으로 유행을 타지 않는 스타일과 실용적인 소재를 활용하여 내구성 높은 디자인을 완성하였습니다.
Warm Design that Cares for Its Users
Publik Gasan presents a warm, gentle impression amid a landscape of cold office towers. This begins with the choice of exterior materials—uncommon in typical office buildings. At pedestrian level, terracotta cladding evokes the character of brick architecture, while subtle color variations between buildings help visitors orient themselves and prevent the streetscape from feeling monotonous. Exterior lighting with a soft color temperature, reminiscent of natural light, reduces eye strain, highlights the architecture, and creates an inviting atmosphere where people feel comfortable staying for longer periods.
Equally important was a design that responds thoughtfully to users’ behavior. The interior units of the House dormitory were designed with layouts and built-in furniture that create a tidy, hotel-like atmosphere. Small storage niches along corridor walls support modern lifestyles, such as laundry delivery. In the Office, support facilities—including a café and shared meeting rooms—were placed in the basement with direct access from the parking area, optimizing circulation and operational efficiency. Throughout, a timeless style and practical materials ensure durability while maintaining an understated elegance.

Epilogue
Changing Our Daily Life
2023년 12월, 퍼블릭가산이 완공되었습니다. 그해 겨울에는 새롭게 입주하는 이들의 이사와 인테리어 공사로 한동안 어수선한 시간을 보냈습니다. 하지만 이듬해 봄, 새로 심은 나무에서 새싹이 돋아나며 기대하던 온기와 활기가 퍼블릭가산을 채우기 시작했습니다. 동료와 점심 휴식을 즐기는 직장인들로 가득하고, 맛있다고 소문난 식당 앞에는 긴 줄이 늘어서기도 합니다. 퇴근 무렵에는 편안한 복장으로 바람을 쐬는 이들이나 주인과 함께 산책 나온 강아지도 쉽게 만날 수 있습니다.
“새벽에 설치하며 고생했던 야외 가구에 사람들이 앉아서 기분 좋게 밥 먹는 모습을 보니까 만감이 교차하더라고요. 사람들이 이곳을 여유 있고 편하게 쓰시면 좋겠어요.”

인테리어 디자인과 현장 매니징 업무를 수행한 JAD 강경안 책임의 말처럼, 공간을 사용하는 사람들의 모습을 통해 처음 기획할 때 상상했던 가산 지역의 새로운 일상이 실제로 자리 잡아 가고 있음을 실감합니다. 앞으로도 퍼블릭가산이 사람들의 일상을 환기하고 문화적 갈증을 채워주는, 오랫동안 사랑받는 장소이자 지역의 변화를 만들어 내는 자랑이 되기를 기대합니다.
Publik Gasan was completed in December 2023. That winter, the site was unsettled, as new tenants moved in and interior work continued. By the following spring, however, buds appeared on the freshly planted trees, and the warmth and vitality we had envisioned began to fill the place. Office workers gathered to enjoy lunch breaks with colleagues, and queues often formed outside popular restaurants. Toward evening, it became common to see people taking a stroll or walking their dogs.
“After all the effort of installing the outdoor furniture at dawn, seeing people sit and happily enjoy their meals was truly rewarding. I just hope everyone can use this place in a relaxed and comfortable way.”

As Kang Kyungan, who led interior design and on-site management, reflected, the way people now inhabit the space shows that the new everyday life we imagined for Gasan during the planning stage is steadily taking root. We hope Publik Gasan will continue to refresh daily routines, satisfy cultural curiosity, and remain a beloved destination that contributes to the district’s ongoing transformation.
