현대적 교정이념에 따른 마을형 교화시설설계
무조건적인 ‘위로’와 ‘용서’가 아니라 우리들은 이제 어떠한 공간을 통해서 언젠가 사회로 다시 나오게 될 수용자들에게 ‘구금’과 ‘교화’라는 상반된 책임을 제시해 줄 수 있을까.

교정시설은 국가라는 집단에서 필수적이다. 하지만 동시에 대표적인 혐오시설로 낙인 찍혀있다. 국토의 개발화로 도시가 점점 커져가고 있는 오늘날, 이러한 혐오시설들은 이제 도시 안에서 우리와 함께 공존해야 할 운명을 맞이하고 있다. 또한 과밀수용문제와 교도소 건물의 노후화와 더불어 국내 교도소의 교정·교화 필요성의 부재로, 출소 이후의 악순환이 반복되고 있는 실정이다. 이렇게 교정시설에 대한 시스템은 근본적으로 사회적인 문제를 가지고 있다. 사형제도의 영향력이 점차 줄어드는 현대사회, 수용자의 재사회화 과정은 어쩌면 단순히 잡아들이는 것보다 훨씬 더 많은 관심과 노력이 필요한 것은 아닐 까.
교정시설의 필요성은 통계자료에서도 드러나고 있다. 2008년 47,966명이었던 수용자는 2017년 67,672명으로 점점 늘어나고 있고, 과밀수용의 정도를 나타내는 평균수용률도 2013년 104.2%에서 2017년 기준 121.8%로 조사된다. 과밀수용의 심각성이 드러나고 있는 것이다. 하지만 전체의 47%에 해당하는 기관이 지어진지 30년 이상의 노후시설이고, 10년 내 신설된 시설은 11곳에 불과하다. 수용자의 질서유지와 교정교화는커녕 재소자 사고방지를 위한 경비 업무조차 버거운 것이 현실이다. 국내 교도소의 교정교화 부재는 곧 재범률로 이어진다. 재범률은 최근 5년간 22%로 높지만, 수용자에 대한 교화 인성교육은 고작 20일 동안 5시간 교육이 전부다.
Correctional facilities are essential to the nation. But at the same time, it is regarded as a representative hate facility. Today, as cities are growing with the development of the land, these facilities are now destined to coexist with us. The problem of overcrowding and the aging of prison buildings, along with the lack of correctional education in domestic prisons, have caused a vicious cycle after the release. Thus the system of correctional facilities has fundamentally social problems. In modern society, where the death penalty is becoming less influential, the process of resocialization of prisoners may require much more attention and effort than simply grabbing.
The need for correction facilities is also indicated in the statistics. The number of prisoners, which was 47,966 in 2008, increased to 67,672 in 2017, and the average acceptance rate also rose from 104.2% in 2013 to 121.8% in 2017. As such, the problem of overcrowding is serious. However, 47% of prisons are aged facilities for more than 30 years, and only 11 are newly established within 10 years. The reality is that the government has been too busy working on security, not to mention correction. Lack of correctional education in domestic prisons leads to recidivism. The recidivism rate is high at 22% over the past 5 years. However, only 5 hours of personality education for the inmates in 20 days is all.
대상지 Site
이 세상의 모든 것들이 항상 아름답고 바른 것들로 채워져 있다 단언할 수 있을까. 세상은 상대적이다. 올바른 것이 있다면 그릇된 것이 존재하고, 선이 있다면 악이 존재한다. 그래서 건축은 항상 아름답고 화려한 것을 담는 그릇이 될 수 없다. 필연적으로 건축은 세상의 이면적이고 외면받는 요소들을 담아야 하는 순간이 온다. 이번 설계안은 국내에서 가장 오래된 교정시설인 안양교도소를 대상으로 하며, 56년 동안 주벽으로 가로막고있던 교도소 대지의 대부분을 시민들에게 공원으로 환원시키는 내용을 담고있다. 이와 동시에 현대적인 교정이념을 바탕으로, 사람간의 관계형성을 통해 교정 및 교화를 새롭게 제안하는 프로젝트다.
Can we affirm that everything in the world is always filled with beautiful and right things? The world is relative. If there is right, there is wrong; if there is good, there is evil. So architecture cannot always be a bowl of beautiful and colorful things. Inevitably, there comes a moment when architecture must contain elements that are shunned. The project will cover Anyang Prison, the country’s oldest correctional facility. Return most of the huge land to the park, and at the same time make new proposals for correction and edification of prisoners based on modern orthodontics.
개념 Concept
교정시설의 목적은 잘못에 대한 책임, 즉 형벌이다. 20세기 전까지 교정시설은 ‘고통의 부과’라는 목적을 가지고 있었다. 그것은 곧 응보적 개념의 보복과 형벌이었다. 현대에서 형벌은 이전의 목적과 더불어서 치료와 교정처우라는 ‘범죄 예방’의 교정이념에서 출발한다. 현대적 교정이념의 궁극적인 목적은 결국 재소자가 사회로 돌아가 적응하게 돕는 ‘재사회화 과정’이다. 특히나 단체생활을 하게 되는 교정시설의 특성상 사람간의 관계는 재사회화 과정을 보다 원만하고 자연스럽게 도와주는 중요한 역할을 담당하게 된다.
기존의 ‘Panopticon’ 구조는 수직적인 관계와 감시를 통해서 수용자의 갑작스러운 사회화를 초래했다. 하지만 이번 설계안에서는 서로 관계를 맺고 바라보는 수평적이고 다핵적인 구조의 ‘Synopticon’의 시스템을 제안한다.
The purpose of the correctional facility is to take responsibility for the wrong, i.e. punishment. Until the 20th century, correctional facilities had an essential purpose of ‘burden of pain’. In modern times, however, punishment begins with a correctional concept of “crime prevention” – treatment and correction. The ultimate goal of modern orthodoxy is to re-socialize prisoners, which eventually helps them return to society and adapt. In particular, because of the nature of the correctional facilities that lead to group life, relationships between people play an important role in helping the re-socialization process.
The existing ‘panopticon’ structure has resulted in sudden socialization of inmates through vertical relationships and surveillance. However, the ‘Synopticon’ design proposes a horizontal, multi-nuclear architecture that allows one to relate and look at each other.
개인에게 적당한 관계를 맺을 수 있는 소규모의 커뮤니티를 이어주고 이 관계는 다시 비슷한 규모의 단체들과 교류하게 된다. 이러한 과정을 반복하며 교정시설은 이제 각자의 집단이 아닌 하나의 커다란 마을의 관계를 형성하게 된다.
It creates a small group that can establish a proper relationship with an individual. And this relationship again interacts with groups of similar size. By repeating this process, the correctional facility now forms a large community relationship like a village, not a group of individuals.
디자인 Fractal Design
이와 같은 구조는 작은 구조가 전체와 비슷한 기하학적 형태를 나타내는 프랙탈(Fractal)구조와 유사하다. 하나의 작은 행위들과 형태들이 점차 비슷한 것끼리 뭉치게 되고 이것들은 다시 하나의 커다란 모듈을 형성한다. 프랙탈(Fractal)이라는 개념은 이번 설계안을 관통하는 디자인이다. 평면과 단면뿐만 아니라 전체 교정시설의 마스터플랜마저 하나와 전체의 구성이 흡사하며 프랙탈의 질서를 따르게 된다. 또한 기존에 외부와 완벽히 단절되었던 것과는 달리, 개념적으로나마 외부와도 관계를 맺는다. 내부 재소자들 간의 작은 관계를 형성하는 것부터 시작해 점점 큰 마을을 형성하고 이 마을은 대지의 공원화에 따라 다시 외부와의 큰 관계를 형성하게 된다.
This structure is similar to the ‘Fractal’ structure. Fractal structure means that a small structure represents a geometric shape similar to the whole. One small act and form gradually come together in a similar way and these form a large module again. The concept of Fractal is a design that penetrates this project. Not only plan and section but also the master plan of the entire facility follows Fractal’s order. It also forms a relationship with the outside world, unlike the past. Starting with forming a small relationship between the inmates inside, it forms an increasingly large village, which in turn forms a large relationship with the outside world as the land becomes a park.
